PUBLIC NOTICE

PROPOSED BORROWING FOR STAFF AND COMMUNITY HOUSING

The Shire of Dundas hereby gives notice of its intention to seek community feedback regarding a proposed borrowing arrangement through the Western Australian Treasury Corporation (WATC) to support the delivery of additional housing within Norseman.

At its Special Council Meeting held on 28 May 2026, Council resolved to support the progression of the proposed Norseman Housing Development Project, comprising four modular dwellings intended to assist with staff, key worker and community housing needs.

The proposed project has an estimated value of approximately $1.07 million and includes:

  • Proposed WATC loan funding of approximately $760,000; and
  • Approximately 28% Shire contribution through in-kind works, project management, procurement capability and operational support.

Council has not yet made a final decision to borrow funds.

The purpose of this public notice is to inform the community that Council is considering borrowing funds to assist with the development of housing within the Shire and to provide an opportunity for public comment before any final decision is made.

The Shire wishes to advise the community that its current borrowings are scheduled to be fully repaid by the end of 2026. Upon completion of these repayments, the Shire of Dundas will have no outstanding loan liabilities.

Council is therefore considering the proposed borrowing as a strategic investment in housing infrastructure to address ongoing workforce accommodation shortages, support essential service delivery, attract and retain employees, and strengthen long-term community sustainability.

The proposed development aims to:

  • Increase housing availability within Norseman;
  • Support recruitment and retention of staff and essential workers;
  • Improve community resilience and service delivery capacity;
  • Encourage economic development and population growth; and
  • Reduce long-term pressures associated with workforce accommodation.

Community members are invited to provide written submissions regarding the proposed project and associated borrowing arrangements.

Submissions must be received no later than 4.00 pm on 31 July 2026.

Following the close of the consultation period, Council will consider all submissions received before determining whether to proceed with the proposed borrowing and housing development project.
